Vice President, Programs
Heidi Silvey has spent nearly two decades working with government and non-governmental organizations in transition, conflict, emergency, and post conflict environments. As the Vice President of Programs she oversees all of DT’s development programs from the U.S. Department of State, USAID, and international donors.
Heidi began her development career as a Chief of Party/Country Director for ABA/CEELI in Ukraine and Armenia, where she designed, programmed, and implemented Rule of Law Programs. Following ABA, Heidi worked on multiple USAID Office of Transition Initiatives (OTI) programs, including serving as OTI Country Representative in Iraq, a $419 million Iraq program that included four field offices.
Following her government service, she held senior field and home office positions with DAI serving as the Director of the Stable and Effective Governance practice in MENA, Acting Chief of Party for USAID OTI Sri Lanka’s RISEN program, Chief of Party for the Iraq Rapid Assistance Project (IRAP), and Chief of Party in Afghanistan for the Local Governance Community Development Project (LGCD). Following her time at DAI, Heidi helped a small business establish its portfolio of USAID and OTI programming in Tunisia, Libya, and Syria.
Heidi holds a Juris Doctorate from Gonzaga University School of Law and a B.A. from University of Colorado in Political Science. She is an outdoor enthusiast and loves chasing powder in the winter, hiking in the summer, playing polo and running her horse farm in Virginia.
